The Ministry of Finance has issued a 47-point guideline to all ministries, commissions, secretariats, and agencies to ensure the effective implementation of the current fiscal year’s budget.
The guideline, issued last Monday, directs the concerned authorities to implement the budget and programs within the stipulated timeframe, increase the effectiveness of capital expenditure, use resources efficiently, and regularly monitor the progress of development projects.
According to the guideline, all ministries and agencies must update the approved programs and budget in the Line Ministry Budget Information System (LMBIS) in a timely manner, prepare and implement procurement plans and annual work plans, and resolve problems that arise during project implementation in a timely manner.
Key Directives
The guideline directs the authorities to spend in accordance with the budget allocation objectives, control unnecessary expenses, make public procurement processes competitive, transparent, and time-bound, and make payments for development projects based on performance.
It also directs the concerned agencies to make revenue collection effective, strengthen internal control systems, protect and utilize public property, and maintain economic discipline.
The Ministry of Finance has also emphasized the need to make the monitoring, progress review, and reporting system of projects and programs effective.
The guideline aims to address the issues of delay, weak spending capacity, and failure to achieve target accomplishments in budget implementation.
