Twenty-nine countries have signed an agreement to establish the World Artificial Intelligence (AI) Cooperation Organization in Shanghai.

According to the agreement, the ‘World Artificial Intelligence Cooperation Organization’ will be an independent intergovernmental international organization with its headquarters in Shanghai.

The signing ceremony took place during the 2026 World AI Conference and the high-level meeting on ‘Global AI Governance’ held in China.

Chinese Foreign Minister Wang Yi said that representatives from 29 countries, including Kazakhstan, Laos, Pakistan, Russia, and Indonesia, signed the agreement, becoming the founding members of the organization.

The signing ceremony was attended by United Nations Secretary-General Antonio Guterres and representatives from various countries and international organizations.

According to the agreement, the newly formed organization will support and align with the purposes of the United Nations Charter and promote public benefit through necessary consultations and joint contributions, operating from a people-centered perspective.

The organization aims to strengthen international cooperation and global governance to ensure AI is beneficial, safe, and fair, and to promote its healthy and orderly development for the benefit of all humanity.
