Nepali Lawmaker Objects to ‘Naik’ System in Juvenile Reform Homes

Nepali lawmaker Saraswati Lama has expressed concerns about the ‘Naik’ system in juvenile reform homes, where senior inmates are given authority over junior ones.

Speaking at a meeting of the Parliamentary Committee on Law, Justice and Human Rights, Lama emphasized the need for a family-like environment in these homes, where children can feel safe and supported.

Concerns over ‘Naik’ system

Lama argued that the ‘Naik’ system, where senior inmates are chosen to oversee junior ones, can create an environment of fear and violence.

She suggested that this system should be abolished and replaced with a more formal and professional approach to managing the homes.

Lama emphasized the need for trained security personnel and responsible staff to oversee the children, rather than relying on senior inmates.

Need for trained staff

Lama also stressed the importance of hiring staff who are trained in child psychology and are physically and mentally capable of handling the children.

She noted that the facilities provided in the reform homes should be comparable to those available to children outside, and that the state should ensure that the children receive a balanced and nutritious diet.

Importance of spiritual guidance

Lama suggested that the children should be provided with spiritual guidance and counseling, in accordance with their religious beliefs.

She believed that this would help to create a sense of discipline and responsibility among the children, and would also help to prevent them from committing crimes in the future.

Transfer of 18-year-olds

Lama also emphasized the need for the state to transfer 18-year-olds to other facilities, in accordance with state policy, even if they are unwilling to go.
