Nepali Congress President Gagan Kumar Thapa has emphasized the need to prioritize good governance while amending the constitution.
Speaking at a seminar on ‘Suggestions for Constitutional Amendment’ organized by the Democratic Thought Society in Pokhara, President Thapa stated that the Nepali Congress had already mentioned the need for constitutional amendment in its election manifesto.
‘Good governance is the most important issue at present, and the new generation is also raising this issue. We should start the discussion on constitutional amendment by prioritizing good governance,’ he said.
President Thapa warned that if the issue of constitutional amendment is not addressed properly, the country may face a new conflict.
‘The constitution is not just a paper document, it is a living process,’ he said. ‘The issue of constitutional amendment should be addressed from a historical perspective and with caution, it is not something that should be done in haste or excitement, and it is a sensitive issue.’
President Thapa expressed the party’s readiness to discuss all issues related to constitutional amendment, except for the fundamental issues of democracy, the rule of law, and human rights.
Other Leaders’ Views
Gandaki Province Chief Minister Surendra Raj Pandey emphasized the need to further strengthen federalism. He also pointed out the need to correct the distortions seen in the implementation of federalism.
Chief Minister Pandey stated that the federal government’s failure to enact laws has also created challenges in the implementation of provincial laws.
Democratic Thought Society’s Central President Kul Chandra Wagle stressed the need to move forward with the issue of constitutional amendment without compromising the fundamental values of democracy.
Other leaders, including Nepali Congress leader Chandra Bhandari and Congress Gandaki Province President Shukraraj Sharma, also expressed their views on the need and relevance of constitutional amendment.
