Despite the federal government’s Ministry of Health and Population issuing a directive on Jestha 25, 2083, to implement the ‘Targeted Group Free Treatment Portal (Operation and Management) Procedure, 2083’, many government hospitals in the Sudurpashchim Province have failed to comply.

The procedure requires all hospitals, including government, non-government, private, cooperative, and non-profit community hospitals, to allocate 10% of their total bed capacity for free treatment of targeted groups, including the poor, helpless, and destitute citizens.

Section 5 of the procedure states that all hospitals must compulsorily register with the free health portal operated by the ministry. Section 6 requires hospitals to update the portal daily with information on their total bed capacity, the number of free beds allocated for targeted groups, and the details of patients admitted to these beds.

However, many government hospitals in the Sudurpashchim Province, including the Lamki Chuha-based Regional Hospital in Kailali, have not registered with the portal. Other hospitals that have not complied include those in Achham, Baitadi, Darchula, and Bajhang districts.

According to the portal’s data, only 29,179 beds have been registered so far, with 3,433 beds allocated for free treatment of targeted groups. The majority of these beds are in the Bagmati Province, with 1,580 beds allocated for free treatment, accounting for 46% of the total free beds in the country.

In the Sudurpashchim Province, only a few hospitals have registered with the portal, including 15 hospitals in Kailali, three in Doti, one in Kanchanpur, one in Dadeldhura, one in Bajura, and one in Achham. These hospitals have allocated a total of 253 beds for free treatment of targeted groups.
